When I draw the eye, I try to look for, some people will call it an envelope, it's the basic shapes and angles around the eye that will include the eyebrow. The very basic construction of it. Again, this doesn't need to be 100% perfect. Looking for the basic shape, eye socket. Looking for the angles around. Once I have my shape established, I'll come in and draw a circle for the eye.
