I'll tell you how I chose my color palette and how I started to define what to paint first and what to reserve. In this color exercise, we did the main thing that interests me: knowing what possibilities I have of darkening the color value. Since my illustration is set at night and I have a sky, I know I want the top to be the darkest and for it to be lighter at the bottom.
