Let's hide this plane for now, and let's create a new plane to cover our drawn roads. Let’s rotate it to align more or less these roads and convert it to Editable Poly. Now use the Cut to draw some loops along the roads. Now select those vertices here and move them up to create a slope. Something like should be fine....”
