Stage one, you need an idea. If it's commissioned work, the publisher may provide the content. For example, a book about the animals of Africa. Then, you need a structure. Ask yourself, how many pages would you like the book to have? How many chapters? What format? Which animal should go in which page? I usually work on the text as I do the illustrations.
