It's only natural that we talk about the transform tools as this is what you do after selecting. You need to transform them, get bounding boxes, you can shrink, rotate, do all sorts of things. That little icon is right next to the Selection Tool and it is the little cursor icon. When I select it, it's selecting everything on the layer that I have selected.
