This looks great. I have a few notes:
make sure you are using "easing" on the keyframes.
I would have the leg start moving right before the art comes to a stop. So there is some overlapping of motion there. Also, the movement on the dress looks pretty good. I would slow that down a bit. There is a lot of movement between the 7seconds and 10seconds that feels a little rigid. Are you using wave warp on the dress or puppet pin?
Did you attempt to add some movement to the clouds? I imagine it will require a good deal of photoshop retouching.
Another thing to experiment with could be having the lights in the city "twinkle". I would maybe use Fractal noise on a matte layer and keyframe the evolution and the offset turbulence.
the difference is you will not be adjusting the contrast/brightness to reveal the layer underneath, but rather key framing the evolution and offset turbulence to create the illusion of twinkling stars.
