In this case, the image is entirely created in Photoshop: I took as a template a real image that I also duplicated to apply the "find edges" filter, which helped me define the outline quickly and with the fluid shape I was looking for. After this, I completed the composition with images of water and a dose of patience. By using a black background I was able to use the "screen" blending mode to save a few hours of cropping work. This and a couple of filters to get the desired color and ... end!
