Free Download: How To Draw Manga Eyes
Do you consider yourself a Weeaboo, an Otaku, or a, so called, Wapanese? Are you looking to become one? This article doesn't go into such depths but it might get you started in your path to ostracization.
Sour joking aside...! You will learn how to draw the vibrant manga eyes you've always wanted to draw (for whatever ostracizing reason...!) following these simple steps:

Circles
Let's draw three circles on an even plane, the middle circle will serve as the distance for the two eyes.
Shape
You can play with eye shapes and the angle of the lashes to create a cat like look or more of a droopy gaze. Don't fall in love just yet, we have much more to do!

Details
Add the rest of the details, such as: bottom lash line, eyelids and eyebrows... You should know the parts that make up an eye by now, anyways...!
Let's define the eyes. There are many ways to design the iris, this is just one example:

What Animes do you watch? Or Mangas do you read? Are you a Naruto fan like everyone's boring grandma? Are you perhaps more sophisticated and enjoy some Urasawa or maybe you are completely derailed and find some Junji Ito to be relaxing in your downtime? To really learn how to draw manga you must delve deep into it. But do so at your own peril, knowing you might never come back!

Did You Know?
Manga encompasses all narrative multi-panel comics made in Japan. I think that is the minimum required knowledge to click on this article. But some might be unaware of it's origins: The form of manga as speech-balloon-based cartoons originated from translations of American comic strips in the 1920s like "Bringing Up Father".
Furthermore, they didn't only translate the language, but the drawing style as well; making it their own. You can see a resemblance in the style of some characters in "Astroboy" for instance, even though it was made much later in the 50s. So, yes "Manga" is another way the US dominated Japan after the catastrophes of World War II.
Nevertheless, the power of Japan resides in their resilience and ability to heal and grow after such a massive disaster.
